Jack Garrett, a world-renowned marine/project engineer, is assigned a seemingly impossible task—construct an entire city under the sea in less than three years! To complete this task he must overcome unfriendly forces of nature, a project that is only partially funded with a tight timetable and impatient investors, while implementing unproven, cutting edge technology.
