At a hot, dusty ranch in central Arizona, several men involved in a plot to violently overthrow the government of the United States are about to die. Meanwhile another plan is being developed in rural Virginia. A beautiful, sexy young woman draws a Metro system supervisor unwittingly into the new plan as the leadership of the entire government sits in one room for the State of the Union Address. Russian nuclear weapons disappear and the body of the officer responsible washes up on the Maryland shore. Watching and waiting to strike is a saddened, stone-cold killer.
